TOR – CONSULTANT FOR THE PREPARATION OF A TRAINING GUIDELINE FOR GIRLS’ EMPOWERMENT PROGRAMME AND A HANDBOOK ON CHILD RIGHTS AND NUTRITION

1. Background

Jagriti Child and Youth Concern Nepal (Jcycn) has been dedicated to empowering girls and ensuring their rights are recognized and upheld at all levels. Through evidence-based advocacy and lobbying, Jcycn works to influence policies, programs, and budgets that prioritize the unique needs of girls and reflect them in annual and long-term planning.

Jcycn, with support from KANALLAN, has implemented a Girls Empowerment Project in Devchuli and Kawasoti Municipalities and has now expanded its efforts to Madhyabindu Municipality in Nawalpur. Additionally, Jcycn is actively addressing child nutrition in the Bihadi Rural Municipality of Parbat District.

Believing that evidence-based advocacy is crucial for securing girls’ rights and ensuring proper nutrition for all children, Jcycn seeks to revise and develop key resources. These include a training guideline for the Girls Empowerment Program and a handbook on child rights and nutrition. To achieve this, Jcycn is looking for a consultant to assist in writing the training guideline and handbook on child rights and nutrition.

2. Objective

The primary objectives of the consultancy are:

  • To enhance the recognition and promotion of girls’ rights through evidence-based advocacy and policy interventions.
  • To influence the development of girl-friendly policies, programs, and budgets that address their unique needs.
  • To develop a comprehensive Training Guideline for the Girls’ Empowerment Programme to increase its effectiveness and outreach.
  • To create a Handbook on Child Rights and Nutrition, providing evidence-based solutions and recommendations for improving child nutrition programs.

3. Scope of Work

3.1 Training Guideline for Girls’ Empowerment Programme

  • Develop a comprehensive, updated training guideline incorporating the latest research, data, and best practices, tailored to meet the needs of girls in the program areas.
  • The guideline will be written in Nepali and will include actionable recommendations for improving program outreach and effectiveness.

3.2 Handbook on Child Rights and Nutrition

  • Prepare a detailed handbook that outlines the current state of child rights and nutrition in the program’s working areas, supported by evidence-based research.
  • The handbook will provide recommendations for improving child nutrition policies and programs, ensuring that children’s nutritional rights are safeguarded.

4. Expected Deliverables

4.1 Prepare Training Guideline for Girls’ Empowerment Program

  • A comprehensive and updated training guideline for the Girls Empowerment Program, incorporating the latest data and best practices, tailored to the unique needs of girls.
  • The manual will be written in Nepali, including actionable recommendations for program improvements and outreach expansion.

4.2 Handbook on Child Rights and Nutrition:

  • A detailed handbook outlining the current state of child nutrition and child nutrition in the working areas, supported by evidence-based findings.
  • The handbook will offer recommendations for improving child nutrition programs and policies, ensuring the nutritional rights of children are safeguarded.

5. Qualifications and Experience

For Individual Applicants:

  • Education: Master’s degree in Social Work, Sociology, or a related field with a strong research background.
  • Work Experience: At least five years of progressive experience in social development and research, particularly in child rights advocacy. Previous experience in girls’ rights and child nutrition is preferred.
  • Competencies:
    • Proven ability to work independently and generate evidence-based documents.
    • Strong research and analytical skills.
    • Excellent writing and communication skills in both Nepali and English.
    • Proficiency in research methodologies and statistical analysis tools.

For Consulting Firms:

  • Experience: At least five years of experience in social development, policy advocacy, and research, specifically in child rights and girls’ empowerment. Proven capacity to develop research-based documents for advocacy purposes.
  • Competencies:
    • The firm should have a qualified team with expertise in social development, girls’ rights, and child nutrition.
    • Proven experience working with non-profits and delivering high-quality reports.
    • Strong research and analytical capabilities with experience in data-driven advocacy.
    • Ability to meet deadlines and deliver high-quality outputs.

6. Contract Duration and Supervision

The consultant or consulting firm will work under the supervision and guidance of JCYCN. The contract is expected to be completed within the agreed timeline, as per the scope of work and deliverables.

7. Timelines and Pricing

  • Should be able to complete the Training Guideline within 20 days.
  • Should be able to complete the Handbook within 10 days.
  • A detailed financial proposal, including pricing for the scope of work.

8. Submission Requirements

Interested individuals or firms are requested to submit:

  • A comprehensive CV (for individuals) or a company profile (for firms) highlighting relevant experience.
  • PAN registration (for individuals) or VAT registration, company registration, and tax clearance (for firms).
  • A financial proposal detailing the cost for preparing both the training guideline and handbook.

9. Application Deadline
